MINUTES

NOVEMBER 6, 2008

 

 

 

 

The meeting was called to order at 7: 04 PM by President Vansteenburg.  Board members also present were Randy Sime, Justin Faber and Matt Smith.  Others present were Dan Block and Dean Mueller.

 

Smith moved to approve the agenda.  Second by Sime.  Motion carried.

 

Smith moved to approve the minutes.  Second by Faber.  Motion carried.

 

Director’s report:

  1. Last month I forgot to mention that I am now the president of IACCB.
  2. The gates to OY and SL have been closed, but we have not made them ready for winter.
  3. Trying to finish the projects at Kuennen’s.  North side of cabin is shingled and have just started the south side.  Now have all the parts for the hand rails on the fishing pier but are not installed.  Have black dirt around new shelter but quiet ready to seed.
  4. Swans have been moved into the north pen and are ready for winter.
  5. Checking into finding storage space at the fairgrounds as we can not park anything down at Sec. Roads this winter.
  6. The first draft of the Silver Lake report has been written  and is now being reviewed.  Hope to have final report by the end of November.
  7. Allowed auditor to use our truck and the 4-H trailer to haul voting machines.
  8. Joe K. would like to use the New Holland tractor to put the snow brush on rather than the Mitsubishi.
  9. I will be attending ISAC the 19 – 21.

Cleared buckthorn at Brunsvold Haugen with Central Springs Ecology.  Cleared much of 5 acres which will be the next area to be clear cut in 4 years.  Attempting to start regeneration (shelterwood) in the area.

 

 

Sime moved to accept the naturalist’s report.  Second by Faber.  Motion carried.

 

Dave Falk called the office and asked if we would give approval to close the tile main that runs through Kuennen’s Quarry.  I told him that he would have to talk to Hyde because the main belongs to the drainage district.  The board discussed the idea and is not sure if they would approve abandoning the main.  It could cause the area around the new shelter to wet and muddy.

 

The Haugo acquisition is on hold because the NRCS did not come through with the WRP easement on the second half of the property.  The CREP easement has been signed and is going forward.  The board expressed interest in purchasing the CREP portion even if the WRP easement does not come to fruition.

 

Due to the fact that the Silver Lake Park archeological report is not complete the board will discuss the budget at the December meeting instead of having a special budget session.  The Director was asked to keep the December agenda light in order to discuss and build the budget for FYE 10.

 

The need for a continuation of operation plan (or continuity of government) was discussed.  The Director was asked to meet with staff and come up with some recommendations as to how we could function should the office and shop be lost in a natural disaster.
